Adjust the phishing page to not just talk about phishing, but also "resource denied" cases: a page for when we simply refuse to perform the service for whatever reason, similar to https://blocage.framasoft.org/moderation.html

Add a new page corresponding to this "resource denied" page, which would be different than the phishing page. The "phishing" field in the DB allows us to do that without big DB changes, but we'd need to create a new route.
